It is not it a degree or diplomas like BCom, MBA, BSc, BA.
CA is a certificate provided by an anonymous constitutional body ICAI . But FOR THE PURPOSE OF PH.D this certificate has been recognized as equilant to POST GRADUATE DEGREE.
However for CAT exams where graduation is required CA wont serve the purpose in the absence of notification.
But CA's have distinct benefit of having exemption in papers while appearing in CS, ICWA exams.

(I) The Association of Indian Universities has given recognition
(AIU Letter No.EV/II(56-A)/83 dated 20.3.84) to those students who
have passed their Final Examination of the Institute of Chartered
Accountants of India, New Delhi and are graduates that they be
treated to have completed a postgraduate degree in Commerce or allied
disciplines for the purpose of registration to Ph.D
